Public Procurement Policy – 2 x Permanent Positions

Purpose of the Role

To assist in the research, design and development of a public procurement regulatory framework that promotes uniformity, standardisation, integrity and transparency across all spheres of government, and to provide policy rollout support and guidance on the interpretation of procurement prescripts.

Minimum Qualifications & Experience

  • Grade 12, plus a minimum
  • National Diploma (NQF 6)
  • Bachelor’s Degree (NQF 7) in one of the following: Supply Chain Management, Procurement, BCom Law, LLB, BCom Economics.
  • At least 4 years’ relevant experience, of which 2 years must be at Assistant Director level or equivalent within a Supply Chain Management environment.
  • Demonstrated knowledge and experience of: Public procurement legislative and regulatory frameworks; and
  • Policy development and formulation.

Key Performance Areas
Public Procurement Policy Development

  • Contribute to research, design and development of a public procurement regulatory framework
  • Conducting comparative research on international and domestic best practices;
  • Drafting discussion papers, options analyses and policy proposals;
  • Drafting regulations, guidelines and model tools to give effect to statutory provisions.
  • Assist in developing and reviewing regulations, instructions and circulars by:
  • Translating policy objectives into practical, legally sound instruments;
  • Ensuring alignment with, among others:
  • The Constitution of the Republic of South Africa, 1996
  • Public Procurement Act (when in operation)
  • PFMA & Treasury Regulations
  • MFMA & Municipal SCM Regulations
  • PPPFA & Preferential Procurement Regulations
  • Relevant public procurement case law.
  • Support stakeholder consultation processes by:
  • Assist with drafting submissions, reports and recommendations for executive decision‑making.

Public Procurement Policy Rollout & Support

  • Provide interpretive guidance and policy advice to procuring institutions on the application of procurement prescripts by:
  • Preparing advisory communications, FAQs and responses to implementation queries;
  • Promoting consistent interpretation across institutions.
  • Facilitate policy rollout via:
  • Development of induction and training materials on new prescripts;
  • Presentations at workshops and briefing sessions for procurement officials and stakeholders.

Public Procurement Norms & Standards

  • Contribute to the development of procurement‑specific norms and standards, including:
  • Codes of Conduct for persons involved in procurement (e.g. Tribunal members, bid committee members, officials, bidders);
  • Differentiated guidelines and model procurement policies;
  • Sector‑specific bid documents and tools.

Public Procurement Knowledge & Information Management

  • Monitor and evaluate the impact of procurement regulatory policy by:
  • Collecting and analysing feedback from procuring institutions;
  • Engaging stakeholders to identify gaps, unintended consequences and areas requiring amendment.
